A Resource for the Region

Since October 2019, Policy Studies Associates (PSA) has led the R4CC, working with partners RMC Research and SRI International. Founded in 1982, PSA is an independent research and evaluation organization located in Washington, DC.

The R4CC offers capacity-building services that:

  • Advance state and local priorities, specifically in relation to implementation of Elementary and Secondary Education Act programs, helping to ensure that local and state improvement efforts are grounded in promoting equity and access to high-quality learning opportunities for all students

  • Help states and local education agencies navigate and access other federal technical assistance resources, such as those offered through the Regional Educational Laboratory, the Equity Assistance Center, the National Center, and the Office of Special Education

  • Support continuous improvement and sustainability through frequent conversations about progress of the work and changes at the local or state levels that may affect project plans

A Partner in Evidence-Informed Work

Teams of R4CC staff members deliver high-leverage services that advance state goals, in projects collaboratively planned with SEA leadership. Each project draws on an evidence base about effective policies, practices, and interventions that SEAs and LEAs can implement. Project plans identify roles for CC and agency staff; specify milestones and desired outcomes; and ensure transparency and open communication through all phases of the work. With a commitment to continuous improvement, the R4CC monitors progress and adjusts services to meet emerging needs.

Wide-Ranging Expertise

The R4CC partner organizations and staff members have extensive experience in policy, practice, and research related to school improvement, operation of federal programs, data-informed decision making, implementation of strategic plans, and building and supporting equitable learning environments for all students.

Topics in which the R4CC brings deep content and practical knowledge include:

  • Support for CSI, TSI, and ATSI schools under Title I

  • Development of teacher and principal pipelines

  • Supports for learning, such as 21st Century Community Learning Centers grants

  • Early childhood education

  • Literacy

  • Family and community engagement

  • State and local responsibilities in Title I, Title II, Title III, Education of Homeless Children and Youth, Indian Education, and Migrant Education

  • Leadership development

Drawing on the resources of its three partner organizations, the R4CC also brings in-depth expertise to virtually all areas of elementary and secondary education.
